AGCO Information

On December 10, 2015, the Ontario Legislature passed legislation which will transfer the regulatory responsibilities of the Ontario Racing Commission (ORC) to the Alcohol and Gaming Commission of Ontario (AGCO) and change the adjudication process for the appeal of horse racing decisions in Ontario. In particular, the legislation will create a new adjudicative body called the Horse Racing Appeal Panel (HRAP). The HRAP will have responsibility for hearing appeals of decisions made under the Rules of Racing. At the same time, the adjudicative responsibility for matters dealing with proposed refusals, suspensions and revocations of licences pursuant to Notices of Proposed Orders will be transferred to the Licence Appeal Tribunal (LAT).

Horse Racing Appeal Panel


The Alcohol and Gaming Commission of Ontario (AGCO) is launching a consultation regarding the future of horse racing regulation in Ontario.  This consultation is directed at racetracks, owners, drivers and jockeys, trainers, grooms, veterinarians, agents, breeders, tele-theatre locations and any other individual or entity that requires a horse racing licence from the AGCO. It is also directed to equine welfare organizations, horseplayers, industry associations, as well as businesses and government bodies whose mandate relates to Ontario’s horse racing industry.

Condition books can be picked up at the Racing Department located at the Fort Erie Race Track. Horsemen can also call (905) 994-3609 to have a book sent to them or submit a request to:

In and Out Slips

To view an in & out slip, please click here. To print the in & out slip select the Print option from the Acrobat menu.

All horses shipping in or out of Fort Erie Race Track will be required to have in or out slips approved by the Race Office.
Horsepeople will be required to fill in request forms available in the Race Office or on our website.
These forms must be fully completed and returned to the Race Office.
In or out slips will be issued the following day upon approval of the Racing Secretary/Stallman.
Be advised that the Race Office will be closed on Wednesday's necessitating requests to be made on Monday during normal business hours if you plan to ship a Horse on either Wednesday or Thursday.

No horses will be allowed in or out of the stable area without an in or out slip!



Safety Rules and Regulations

We are looking forward to the 2016 Live Racing season at Fort Erie Race Track.Fort Erie asks that everyone follow the Rules and Regulations for the safe operation of the facility.

Our policy 2016 manual is available to view or download as soon as it has been finalized.

The Rules and Regulations outlined in the policy manual have been put into place to ensure the safety of the horses, persons and property. Please take the time to familiarize yourself with this document.

AGCO Licence

Presently, the individual AGCO licence form is not available online. However, a multi-jurisdictional form can be downloaded by following the link to the Association of Racing Commissioners International.
